ive seen a few ppl who have bought skins just post links with nothing but the skin and no other mods.
and how does this quailfy as a modfied board?
i belive that you shouldnt be able to post boards that have simple skins and nothing eles added to them :\

A modified board is the color/layout of the forum has been changed. And yes, buying a skin and uploading it is just pre-modified for you. But it still counts as a modified forum.
Thats why I say 'Can't comment much because it's a bought skin'
Many people that use vB don't know or cannot modify their templates very well. So this is their way of modifying their forum.
BUT, we can also comment on other things besides the style. So any modified forum is welcome.

i understand that... but just using a skin with no other mods installed is kinda a waste....
they come here to learn how to do or mod their boards via templates. so i think there should be at least one other mod if its just a premade skin

Like I said, pre-made skin users are for people who don't know how to modify their templates. Most mods ARE included in the style. Whether it would be a category seperation etc.

Well, I can see both sides to this:
Case 1: I personally hate seeing just pre-made skins in the modified boards forum. I believe submissions should stand as modified and not pre-made. While it is great advertisement if you are the skin author ;), it is usually the same few skins over and over.
Case 2: While pre-made skins in the modified boards section may be tedious to some, as above, there is not too much that can be done as it is actually modified and a great deal do not know HTML so there is little that can be done template wise.
