You might not want to use Lycos as a free host, mainly considering that because you paid for a vBulletin License you can surely afford hosting.

I am buying my own server in a day or two!

here is what it will be they said this will run a board for only 14.95 a month.

Templates aren't downloadable because they aren't flat files. They're included as instructions in people's modifications that they've released here and you only have permission to download them once you've become a licensed vBulletin customer.
