I think you should temporary ban/stop members who release a certain amount of mods - or release a number of mods in a row (Anime-Loo & filburt1)
I understand that you are trying to help people out with new things but its just getting ridiculos.[ex]

Most of the time they are either small mods, or updates of existing mods too..

It's just a mod. Maybe they are useless to some people but to others they aren't. And releasing mods in a row doesn't affect anyone either too. Why would you be angry about it? (Just wondering)

The release of the template modifications and other modifications (be it styles, graphics, ect) is what this forum is about. To stop them or anyone else from submitting their modifications would be to partially place a hold on the growth of the forum and vBulletinTemplates in general. As long as they are valid submissions, the provide a screenshot, and they have not already been submitted before -- they are fine :).

I agree, but it seems a tad annoying seeing every topic on Template Modifications by filburt1 and Anime-Loo. Even I didnt release that many and im a template mod spammer

Besides my most recent template mods (aside from the postbit) are functional rather than cosmetic which I feel to be very useful :)

Maybe templates involving phpinclude is the problem, somehow...

I just think people got the point you can put most hacs through phpinclude.
