How to add the blue table under license?

Ok i've been wondering how on earth you did this but searched and found no answer

So here's my question how on earth do you add that bottom blue thing under the license...it looks almost like a table but i'm not quite sure exactly

Also how can i get that space after the blue image and the very bottem of explorer...cause as it stands vb defaults with the boarder touching the bottom w/out any space like there is here

ok thanks for pointing me to the right table (i was trying to do it in the footer style :X)

cause of that i see how to add a graphic or title

but i am still unlcear on how i would create that space where the boarder ends and the main background is shown...followed by the status bar of IE

cool i figured it out...i used the category space hack in the footer and that did the trick :)
