Wanted: Online Petition Hack (Mod)

I have searched these forums, as well as tried to create my own via scripts found on hotscripts, but I have failed miserably :)

Basically what I would like, is for someone to be able to 'sign' the online petition by entering their email address. Once they enter the email address, they will be sent a confirmation email. Not until they click the link in the confirmation email, will the petition be 'signed'. I would also like there to be a way to display just the total number of 'signatures' on my site.

And if this wasnt enough, I nice admin screen in admincp to display the email addys, would be superb.

I would like it to tie into atleast admincp so I can monitor email address's.

I want as many people to sign the petition as possiable, so it will not require someone to register, just to sign.

As far as payment, that is yet to be determined. I am not a 'coder' so I would like some input. From what I have described, how much would someone charge. Does something like what I have described allready exhist? The site I run is a free site, without banners so everything I do is on my own time and all costs come out of my pocket, with a little help with keyword commissions. I completly understand time=money and would be willing to 'donate' to anyone that would give me a hand in this project.

Since this would be in no way related to your members if i understand correct, i would keep it complete seperate with it's own adminpage.
