Basically I like to know if it is possible to make a normal mod add members to their usergroup without making them Supermod or Admin.

If it is possible how can it be done, please.

This is something I would like my mods to be able to do as well. Just to be able to move users from "Users Awaiting Moderation" to "Registered Users".

you have to do that in the admincp. You would need to make your MODS an Admin with limited rights.

Would the public usergroups in vBulletin work good enough for you?

Mods couldn't add members, but members could sign up and you could have your mods validate them, by adding them as group leaders.

Yes, that would be, is there anyway to make the usergroups public without recreating the groups? I ask because I don't really want to redo all my usergroups as it take me 1-2 hours recreating and setting the permission, etc.

Yes, just edit the usergroup and set 'Public (Joinable) Custom Usergroups' to YES.
