Horizontal "Posting Rules" table

I hope this is the right section... I wasn't sure where else to post this. But anyway, to the point. I'd like to make my "Posting Rules" box horizontal, rather than vertical. I'm looking for something like what this site has. My predicament is this: I've gotten the rules/bbcode restrictions set horizontal, as is the box... my problem is that the Posting Rules bar doesn't run the full length of the table. See the attached screenshot to see what I mean. Any and all help is/will be much appreciated! :D

you're very lucky today that I also changed that on my site. Use this code for the forumrules template:

Many thanks deathemperor, but now a new problem has arisen. When I collapse the Posting Rules box, the bar shortens, how can I make it so that it's the same length as it is when it's not collapsed? See screenshots.

Edit: Also, would you mind telling me how you got the title bar to run the full length of the table?

Thanks, sorry abou the BMPs, I was in a hurry and just used Paint for the screenshots. Thanks again!
