Usergroup creation requests

Is there anyway to allow users to request a usergroup, then the admins either allow or disallow it and set the requester as the leader.

Create q forum where people can request it, or let them send a pm to an admin.

Yeah we're working on the PM sytem now but id like something more official and organized.
