restrictions in vb based on reputation

can anyone give me pointers on how to implement restrictions in vbulletin based on the vbulletin reputation system. i'm using version 3.

e.g. if a member of the forum has negative reputation points (less than 0), he cannot create new threads

is this available by default? if not, is a hack available?
