How do you create a new page in the admin console?

I am trying to create a new page in the admin console and was wondering if anyone had information on how to do that.

Go into debug mode (config.php, add $debug = 1; near the end of it), then in your ACP under vBulletin options, there will be an option to add a settings group. From there just add individual settings.
