I would like to know how to change the character limit in Forum Manager Description if possible...

If you want to change the maximum length of Forum Titles, you will need to change the title column in the forum table in the database.

Not titles...
The forum Description. We want to have links to all of the subforums in a certain forum in the forum's "description", but it gives an error that the description is too long.

I'll look in the database for something like that anyway.
