Can't find the hover popup when hovering over text

I am looking for the mod that allows you to add the popup boxes when you hover over the a text or piece of text.

Anyone give me a direction

The text you can get when hover over a link is a standard HTML feature. Just add alt="My text to show when mouse hover over" to tags that support it.
