Scrolling Bulletin Message underneat Navbar?

I've seen someone create a hack for unregistered users that scrolls underneath the navbar telling them to register for the site. Is there a way to create a hack for this that will let me scroll important messages on it and for registered users to be able to see it?

Sure, the down and dirty way to do this is to first go here for a list of tags http://www.mountaindragon.com/html/marquee.htm

Then open up your forumhome template and add the code you want

Find:

$header
$navbar


Add marquee code directly under it.
