How do I allow banned ips to use the contact us page?

I want to be able to allow banned members and those with ips that are banned to still use the contact us form... how do I do that?

Now im a newbie on this site. But did you do a whole site ban? Or just add the banned user to the banned usergroup??? If they are just added to the banned usergroup they should still be able to use the contact us link or at least there is a permission for that usergroup somewhere you can fix. If it is a whole site IP ban then they would not even be able to get to your website at all.

Correct me if Im wrong.
