add "new thread" and "you are here" to bottom of page

The title pretty much says it all - I want to add a "New Thread" button next to the "Post Reply" button, and I also want an additional "You are here" bar underneath those... like what is at the top of this page (It says Vbulletin.org>code modifications vb2>modification requests).... am I in the wrong forum?
