Private Message cut off bug?

Hi,

in the vBulletin AdminCP I set Private Message Cut-off Limit : to 0 which means that the user has access to his/her PM everytime.

Today a user got an automatic warning and 2 points and the email he got stated:

Please note that your Private Messaging system in our Forums has been deactivated, due to your Warning Level.


Why this? Even if he has 1000 points he should not get this message cause the Cut-ff limit is 0.

Is this a bug?

this is for Code Releases, not for bug reports... please post your problem in the specific forum dedicated to your hack (i suppose it's the Warning System)
