Photo Album with features I need?

I've looked at several photo albums and seem to run into the same problem over and over again. Users cannot create their own photo album. Is there a photo album that gives users this option? I dont like the idea of throwing all of the images together.

PhotoPost (http://www.photopost.com) allows users to create albums which can even be attached to public categories you as the admin define. Or they can just display them within their own Member Gallery.

VBGallery over at vbadvanced.com. Unlike Photopost, which is a nice program, VBGallery is 100% integrated w/ VB including permissions and containers.
