Where is the path to enter a full url for smilies?

I installed a modification and lost my smilies. I read that I have to change the url to the full path, but I can't find it in there anywhere. I also lost my wysiwyg controls as well.

Sorry for posting such a silly question, but I can't find it anywhere else.
