super mods can make others super mods

how can i make it so that super mods can promote users? say i wanted a normal member to be mod and i told my super mod to doit,how can i make it so they have permissions to do that?

Set your "Super Mod" group as a "banned group", and your super mods will be able to ban people into the super mod group :)
