restore backup in admincp ?

I know how to take a back up from the admincp but the question is
How can I restore this backup in the admincp?

In addition
If I take a backup to be saved in the site
Can I restore this sql file? Without download it and upload it again ?

vBulletin doesn't currently allow you to restore backups from the admincp.

It's recommended to either restore them with SSH, or if that isn't possible with phpmyadmin.
