Its on a user's profile page. I want to get the rank picture over underneath the avatar. I think I posted about it before but I cant seem to find the thread.

that can be found in the template MEMBERINFO, just find where the avatar image code it, and move it under the username.

Im not really good with coding. Could you maybe go a little more into depth with that?
