Looking for asian language plugins for VB... Specifically

Chinese
Japanese
Korean

I have looked but can not find any... Lots of discussion, but no place to get (or it is in these languages which I can't read)... Some of my users are asking, so I am trying to add this feature....

Is there one 'language' file that you can edit to create a new language template for the whole site?

Also, is it possible to make a VB site's interface language user selectable as opposed to a global setting? Thanks.
