attachments and limits?

hey guys
is there a way i can make a section on a forum not worry about limits/access to attachments.. i'm doing a competition, where users have to upload images, and not all my users can upload images, is there a way to over write this?
and also not let it effect the users attachments limits if they can post attchments?

that only makes the filetype not carry a weight, i really wanted a section of the forum ..

oh you want to limit things in a specific forum.

yep, i want my users to have unlimited access to a speific section.
