How u use the mailing list? how u check whos on it? how do u delete a email add from it?
how do u email your mailing list?

read it but doesnt tell u how to delete emails or actualy email them

Well you got 2 options:
- Generate mailing list. This only generates a list of mail addresses. You can copy & paste them from your screen to any mail application you want to use. You can remove any entry from this after you pasted it somewhere.
- Send email to users. It has the same functionality, but it also sends the mail through the servers mailer.
does anyone no how to generate a mailing list that i can email from the admin cp?

this only sends to my memebers doesnt it? or is there a way i can add more emails of unregistered members?

No
And what is the use of that? You can send mails to any address in the world (george@whitehouse.gov for example) through other means. You don't need vBulletin to handle that.
so what is the point of generating a email list if u cant email them

it says GENERATE mail list - emailing them is a different option
