Let People Receive Pm's But Not Sent Them

I have a usergroup which is called junior members, its a restricted group so they don't have signatures or pm. But i want them, to be able to receive pms but not sent them as every new member on my forum gets a welcome pm but obviously none of ht e new people will not be able to see it.

Once they have 100 posts they get promoted to the Senior member.
