i want every user to have these settings selected automatically... i set it up so it does it for newly registered, but existing members, alot of them have private messages and editing stuff turned off... i wanna turn those settings on/off accordingly for everyone, then later, if they want, they can go and change those settings...

Go to Admin CP > Import & Maintenance > Execute SQL Query and select the ones you want from the drop-down menu. It will run them automatically and apply the selected item to all users.

Go the area I specified above...there's a drop-down menu that has the items you want on it. Select one, hit the button, hit Continue on the next screen, rinse & repeat for each option you want to set.
