i mean , like i have Vb2 Skin and i want to use it on Vb3 , is there another way to run it ? or i must rewrite it from start ?

You have to re-write it because all the coding of the templates has changed, as well as the addition or subtraction of templates from vB2 --> vB3.

my problem is on the css part...

lots of stuff out there for learning it

you dont need to know much, just how to define table properties and stuff.. you can still use tables for layout if you need to, it's not 100% css
