a problem with $form['action'] opening in new window

i am having problems with $form['action']='http://url'; i need this to open up in a new browser and not quite sure how to do it target=_blank.
i've tried to trace action and $form to no go. the one i'm talking about is in the function_subscription.php any thoughts or suggestions would be a great help

natch that wouldnt work in this situation i had to go through alot of tracing but i found a template where that would work
