Is anyone interested in writing this? My idea is something like the Birthday Announcement Hack except that it happens when users are promoted. For example when a user is promoted it would post an announcement to a specific forum like a congratulation and possibly a PM.

Ideas?

I second this, please someone code a hack for this.
A forum home announcement hack would be prefect to promote the ...
well the promotion :D
