Post 1 new thread every x days...

I am in need of a simple hack quite urgently..

I need a hack that would do the following:

I specify a forum, or forums and users can only post 1 thread every x days.

I can't find this hack anywhere and would really like it.

Please, all help is greatly appreciated.
