It looks like you didn't choose the option for "Announcements and Suggestions" to be a forum, so it's layed out as a category instead.

Check: Forum Manager > There's an option when you edit/add forums to:

Act as Forum
(Will act as category if no)

If "no" is selected, the forum will display exactly as it is in your screenshot.
