Attachment Downloads

I've seen this plenty places but can't seem to find it in the admin control panel. I want to turn off the downloading of attachments unless they are logged in. I tried the message Attachment Options under vBulletin Options but no luck.

How would I do this?

It's a usergroup permission, look in the usergroup manager :)
