Moderator Banning Options?

We used to have all our Moderators set to Super Moderators and they had Banning options. But recently one of our Mods turned Sour and Deleted like 30 of our largest Threads and we downgraded all our Super Mods to Mods.

Is there an option to turn on Banning options for Mods? Or is there an option to disable the abilities for Super Mods to edit other peoples threads so they cannot delete threads?

We have 20 Mods and 25,000 Members.
