Exclude certain members from being able to reply to a specific thread.

This would make it so you can exclude specific users from replying to a thread. Without going through the hassle of usergroups and etc. Just a per thread basis.. is this possible, has it been done? I've searched and came up empty. Hopefully it's nothing built into VBulletin that I'm missing.. haha.
