Uploading system is down

TGhe uploading files system on my forums is down, when I try to upload a file that's what I get...

Error:

No one knows what the problem is? that's wierd.
I would really appreciate it if anyone could look into it, since I don't have any background i vb3 support I can't fix it myself.

Your server is set to safe mode you must chmod the /tmp dir to 777
