Vb3 base support the debug mode, while there's no options in the ACP let us to do that we have to use a hack (by Xenon if I am not wrong).
I just want to know what it is used for.

It has a few developer options, such as it'll show you uncached templates. It'll let you add/edit/remove options. You can edit the master style of vBulletin. You can see how many queries there are on a page load etc. :)

so if I installed the vb microstatus of Teck or Erwin it means I have Debug mode enabled ?
this confuses me because Teck microstatus shows "DEBUG MODE: OFF"

Those modifications just show the queries and page stats without having debug mode on :)

Debugmode shows a lot of informations, not only if you have uncached templates, and the page execution time.
it also adds an dropdown at the end of the page containing info about if you're a supermoderator or the values of a lot of variables
It also adds an explain link, and the ability to use it. ;)
And other various hidden admincp features, like editing the master style, master language, etc.
