How can i create a conditional that is based on whether a user has post rights

I would like to find a way to modify the forum tools to only show "add new thread" if the user has post rights to the forum. It just seems to me quite confusing to provide a menu to a user if they dont have the rights to run that command"

Has anyone done something like this before?

i thought the image/button doesnt show up if they cant reply....

i thought the image/button doesnt show up if they cant reply....
it is showing up though since I have a user that doesnt have rights, they can try to add a thread and yet when they click on it, it says they dont have rights.
