I would like to be able to allow use of HTML in posts by specific member. Those I trust get that privilege; all others use vB code. Is there some way to make this happen?

create a usergroup that have html permission, and apply it on your prefered members... that's the goal of usergroups...

I thought HTML use (or not) was FORUM-SPECIFIC.... ???
Forum permissions can be based on usergroup permissions.
Open your admin cp and browse to:
Forums & Moderators -> Forum Permissions
You will find a welth of permission tools there, including a perrmission duplication which will allow you to set up perrmissions based on the ones you have already set up.

There is no usergroup permission that enables HTML posting. This requires hacking.

Darkling released the per-user/usergroup HTML posting permissions v2.0 hack a while ago.
It works for me under 3.0.3.
