Limit Members to X posts in X hours

I am looking for someone who can port Logican's "Restrict number of posts of user in x hours" hack to vB3? (https://vborg.vbsupport.ru/showthread.php?t=39950). Logician gave me permission to ask for someone to do it here, as he is on vacation for several weeks.

As an alternate project, I am looking for a way to limit the number of posts members can make in a particular forum for a specified amount of time. For example, I have a forums where I would like to limit all users to only 15 posts in a 24 hour period. (There are some similar hacks out there, but none of them work on vB3!)

I would be eternally indebted to the person who can do this for me!!

I'd like to know if I can limit users to 'n' posts in 'forumIDs' per month.
