Add Link to Forum Rules to Nav Bar

I would like to know ho to add a link to view the forum rules for version 3.0.1 on the Nav Bar. Several years ago when version 2 was released I remember that I had to edit the misc.php file, believe. Is there a hack available for 3.0.1 to do this properly?

The procedure I am looking for involved editing the misc.php file and adding a section to display the forum rules from within VB itself, not an external link.
