How do i create a new setting group?

I had asked this question in the vbulletin.com forum and they told me to ask it here.

There is a hack i want to install but i dont know how to create a new setting group.

1. Step 1 turn off the forums

2. Step 2 Turn on Debug mode

Find


// Prefix that all vBulletin cookies will have
// For example
$cookieprefix = 'bb';


add under


// Enable / Disable Debug mode
// 1 on. 0 off.
$debug = '1';



Now browse to AdminCP > vBulletin Options > View all, Add New Settings group :)

but how do i turn on debug mode?
and what is the file i need to edit? config.php?
