Email/PM about new Promotion?

Is there a way to get the system to send an email or PM when a user have a new promotion to them?

I'll be using join requests in conjunction with the promotion, so I'd like to tell them where to look to join the new usergroup.

BUMP, WOW I'm bumping a thread from 2004. LOL

I need this hack. I have an auto promotion that happens after X number of posts. I would like an auto PM when this happens. Any LUCK?
