I would like to limit the number of post per user in a day? I had this option with Anyboard and found it useful to prevent trolling.

I'm really new to vBulletin. Where do I start looking for elements of solutions?

I'm not sure what a usergroup is yet. I have to read a little more the doc.
Something like no more than 25 messages in a day by a single user, in all forums. Is this an option allready in vBulletin 3.0.1
