I want my users to be able to create 5 forums maximum and can only create them attached to certain categories. They become moderator of the forums they create. (with predefined settings by the admin)
How can I do this?
Thats already out. Its called 'vBHosting' but is not allowed on these forums. If you do some searching around you can find it though.

Not only is it not on these forums it breaks your EULA you made with jelsoft to sublesase / sublet your forums, it can get your license revoked fyi

The vbHosting hack does break the agreement because it basically gives the user a complete vbulletin acp to work with. However, if the hack was restricted a bit more restricted, it would not be a problem. I have requested a similar hack on another system. Here are the features I asked for.
Users can add their own forum
Adding a forum makes the user a moderator of the forum and changes their primary or secondary usergroup to "moderator".
The new moderator gets no special control panel accept the one normally alotted to moderators.
The user does not get the ability to appoint additional moderators
The forum creation form will look like the one in the ACP
In the ACP, you will be able to turn the feature on and off
In the ACP, you can determine which usergroups can create forums
In the ACP, you can determine where to the new forum will be placed and in which order
In the ACP, you can ban a particular user from using this feature
In the ACP, you can decide which forum creation options you wish to allow the user to have. Maybe a checkbox next to each normal option (eg. title, description, html, etc.)
In the ACP, you can set words that cannot be used in any field
In the ACP, you can set it to ban any words that are in the censor list.
As you can see, this is just a shortcut to the adnmin adding a forum and creating a moderator. It does not break any license agreements.

I guess this hack is not going to happen.
