do not have Portal.I do not know what portal shuold i use?

Make a portal that dont require vbulletin to run =)
If the forum goes down so does vbadvanced. Better to have your own portal so people can find out why the forum is down and stuff like that =)

i do not know why,many people can not use domain to surf site

Dude he's talking about a splash page per say... a launch page for visitors (index.php) in your public HTML folder before the forum subdirectory.
