I am about to upgrade to 3.0 gold, do I have to reinstall all hacks over if I do upgrade to this version?

Yes. vBulletin 2 hacks in general don't work at all with vB3. Everytime you upgrade to any new version of vB you loose your hacks which are file changes unless you merge the files, which can't be done for vB2 -> vB3.
