We went to keep our forum open and run our current 2.2.9, and install the 3.0.0 in an other directory and let all of our admins and mods get a feel for the new software before opening it up publicly.

Yes, you are allowed to have a test forum. Just make sure it's not publicly accessible. You should also edit the cookie prefix in config.php to make sure you don't have any cookie confilcts with your live forum.
