Drop-down box with frequently used text for PM's?

Maybe this already exists and I just doin't know about it.

Is it possibile to develop a drop-down box in the private message area that will allow the admin or moderators to choose from several pre-defined frequently used pieces of text?

I'd like to have a standard bit of text that is used to notify users that they have been temporarily banned and other commonly used messages.

That sounds indeed useful.
Would be cool if there was a ACP interface to define those texts, and maybe a usergoup permission setting who can use those.
