Changing Database USER/PASS

Hey guys, well my Vbulletin was originally installed under root@localhost like most VB's are but now ive changed my root password, so this no longer works, and i would like to change the Username and password for the database, well i've tried just editing config.php, but this doesnt seem to effect anything...help please?

Oh, it's the same with me. I thought it was my new 4.0 MySQL on XP. No idea, have worked 2 days on it, nothing works.
