And does vbulletin hacks work for PHPbb forums there almost alike

Hacks are primarily PHP code. Knowing HTML will not help you with making hacks (only a little bit, really). You'll need to know, understand and be able to create decent-to-good PHP (http://www.php.net) code (and MySQL (http://www.mysql.com) queries).

And does vbulletin hacks work for PHPbb forums there almost alike
No, they'll not work with phpBB because it has a very different set of code (especially between phpBB2 and vB3)
